Are hand sanitizers dangerous goods? Enterprises should pay attention to these matters when exporting
Since the outbreak of novel coronavirus pneumonia, supplies of anti epidemic materials such as masks and protective clothing are in short supply. Among them, the washing free hand sanitizer containing alcohol is also "hot". In the domestic situation, the washing up liquid has become the "best food" in export trade.
It is reported that at present, the main component of the common hand sanitizer on the market is alcohol, and its alcohol content is between 60% and 95%, of which 60% - 70% products are the majority. Alcohol is a kind of flammable, volatile, colorless and transparent liquid under normal temperature and pressure. According to the classification basis of the United Nations Model Regulations for the transport of dangerous goods (hereinafter referred to as the "Model Regulations"), hand sanitizers with alcohol concentration of 60% - 70% are classified as dangerous goods and generally will be classified as class 3 flammable liquids.
According to the relevant requirements, for the wash free hand sanitizer products listed in the dangerous goods, it is necessary to apply to the Customs Department for the use identification of the packaging of export dangerous goods at the time of export. The customs shall identify the suitability and standardization of the packaging of goods in accordance with the requirements of the model regulations, and issue the result sheet of the use identification of the transport packaging of export goods (also known as the "dangerous package certificate") after passing the evaluation. The enterprise shall use this certificate The certificate shall be applied to the port maritime or port authority for shipment.
It is worth noting that for the hand sanitizer with small volume such as single bottle capacity of 50 or 100ml, and the total amount of hand sanitizer in single carton package is lower than the quantity limit specified in the list of dangerous goods in the model regulations, it can be transported according to the limited quantity of dangerous goods transportation requirements in the model regulations. It is not necessary to apply for "dangerous package certificate" from the Customs Department.
